Ranking Poverty Eradication Policies

مقدمه: حل مسئله فقر به منزله علت بسیاری از ناهنجاری‌های اجتماعی ـ همچون فساد، بزهکاری و نظایر آن ـ مستلزم تدوین و اجرای یک برنامه جامع فقرزدایی در کشور است. در این راستا بررسی انواع خط‌مشی‌های فقرزدایی و انتخاب کارآترین و مناسب‌ترین خط‌مشی با توجه به شرایط عمومی کشور، یکی از پیش نیازهای تنظیم هر برنامه ملی فقرزدایی محسوب می‌گردد. روش: در پژوهش حاضر، ابتدا انواع گوناگون خط‌مشی‌های فقرزدایی شناسایی و اجمالاً تبیین شده‌اند و سپس با مراجعه به خبرگان و صاحب‌نظران عرصه فقرزدایی و کسب آراء آنان، خط‌مشی‌های مذکور رتبه‌بندی شده‌اند. یافته‌ها: به نظر می‌رسد لازم است در تنظیم برنامه‌های ملی معطوف به فقرزدایی، ضمن تمرکز بر مناسب‌ترین خط‌مشی‌های فقرزدایی و اجتناب از به‌کارگیری خط‌مشی‌ها و سیاست‌های نامناسب، از سایر خط‌مشی‌های فقرزدایی به مثابه ابزارهای فرعی و مکمل (متناسب با خط‌مشی‌های اصلی)، در جهت حل هر چه بهتر و سریع‌تر مسئله فقر در جامعه ایران، استفاده گردد. نتایج: براساس آن نتایج تحقیق «اشتغال‌زایی» به منزله مناسب‌ترین و «افزایش مخارج عمرانی دولت» به مثابه نامناسب‌ترین خط‌مشی فقرزدایی (در شرایط فعلی جامعه ایران) شناخته شده‌اند و میزان مطلوبیت سایر خط‌مشی‌های فقرزدایی در پیوستاری بین دو خط‌مشی مذکور، مشخص شده است.
